Tax Deferred 403 (b) Annuity Plans
403(b) Plans can be offered by Non-Profit organizations and School Districts
to their employees to permit earnings to be allocated on a pre-tax basis into
an investment plan that can grow tax deferred until withdrawals begin. 403(b)
plans can be offered without any employer contribution in what is referred to
as a "Non-ERISA Plan." The employer's only role is to select the provider(s),
make pre-tax deductions from payroll, and remit funds to the provider. No IRS
reporting is required by the employer.
Where the employer elects to make a contribution, the plan then falls under
the rules of ERISA which requires IRS reporting as well as adherence to non-discrimination
rules.
